Alright, this gave me +10 Spooky Damage against hot hobos.  The effect doesn't give +/- any stat - ran out the effect and saw no change in my buffed stats.  The description suggests it might affect initiative negatively though.  Also, since the shackles are magical, I suspect this item gives +10 damage to spooky spells, paralleling the bonus physical damage.  Spade? --[[User:Atheoss|Atheoss]] 06:47, 31 January 2009 (UTC)
