This penguin is responsible for starting the fires in businesses that fail to pay the Don protection money, or in buildings that the Don wants to torch for insurance purposes (or insurance porpoises, as dolphins are known for engaging in that line of work).

I guess he's kind of the anti-Billy-Joel.
