You've got the fever for the flavor of projectile pain. This skill makes you do significantly more damage with a crossbow.

+1 damage per player level when using a crossbow.

When this skill is active -- that is, any time you attack with a crossbow after purchasing the skill -- you will see the message: "You do not aim with your hand. He who aims with his hand has forgotten the face of Sneaky Pete. You aim with your Moxie."

The skill "Crossbow Fever" may be a reference to the 1978 film "Disco Fever", which is appropriate for a Disco Bandit.
The message is a reference to "The Gunslinger's Catechism" from Stephen King's Dark Tower series:

I do not aim with my hand.

He who aims with his hand has forgotten the face of his father.

I aim with my Eye.

I do not shoot with my hand.

He who shoots with his hand has forgotten the face of his father.

I shoot with my Mind.

I do not kill with my hand.

He who kills with his hand has forgotten the face of his father.

I kill with my Heart.
