The Clan Dungeon costs 10 million meat. However, after that price is paid, you have to pay another 1 million to unclog the sewer, so the total cost is 11 million. That meat has to be paid directly from clan coffers.  Only Clan Leaders and Clan Admins can purchase the Basement, and only Clan Leaders can set permissions on players ranks to allow access to the basement which appears on the bottom right-hand corner of the Clan Hall.

Paying to unclog the sewer gives the following message (presumably visible only to the person who clicks the payment button):

"A squadron of plumbers marches down the stairs into the basement. After a few minutes' work with a variety of nasty-looking implements, they march back out without a word."
