Mae West's famous line from She Done Him Wrong was, "Why don't you come up and see me some time?" She was a contemporary of Shirley Temple's in the movie business, but an adult (known for her impressive bosom) when Shirley was a child star.
A Shirley Temple is a non-alcoholic beverage (IRL) made with 7-Up and grenadine.
The use description is a play on the phrase "A good _____ is hard to find." it is a common American expression.
