This outfit will make you deal more damage to monsters in the The Inexplicable Door.
This outfit allows you to get the 8-Bit Finery tattoo
Trick-or-treating in this outfit scores you a pixellated candy heart.
To make this outfit, you need to bring a total of 30 white pixels, 15 green pixels, 20 red pixels, 20 black pixels and 10 blue pixels to the Crackpot Mystic. These items can be found by hunting the monsters in The Inexplicable Door.

This outfit is a KoL-ized copy of Link from The Legend of Zelda, in his "holding up a weapon he just got" pose.
The weapon in question appears to be the White Sword, the second sword gotten in the original game.
