When Used:

You activate the blinding flash on your yearbook camera. Your opponent rubs its eyes and staggers backwards a few steps instead of attacking you.

Staggers and delevels the opponent by approximately 18% to 22% of its attack power. The monster's attack and defense are both decreased by the same value.
