I'm almost 100% certain that this feather, or any elemental feather, is obtained by using the corresponding skill at least five times. Obtain Method
I got a raven feather after using the spooky bird skill five times. On a subsequent run, where I used the skill four times, I got no feather.
I'm almost 100% certain that this feather, or any elemental feather, is obtained by using the corresponding skill at least five times.
