Shields are special damage reduction equipment (not like pants or hats) and stat boosters. There once a time when shields were accessories, but now they are off-hands items. Also, shields could only be crafted by certain special people. That certain people now have the hability to use shields for more than just duck & cover, and the regular people can find them while adventuring throw the kingdom.
