The Basement can be purchased in the Clan Office under the "Purchase Clan Training and Services" section.  The Clan Basement costs 10 million meat. However, after that price is paid, you have to pay another 1 million to unclog the sewer, so the total cost is 11 million. That meat has to be paid directly from clan coffers.  Only Clan Leaders and Clan Admins can purchase the Basement, and only Clan Leaders can set permissions on players ranks to allow access to the basement which appears on the bottom right-hand corner of the Clan Hall.
Initially, when the clan dungeon is purchased, [[The Old Sewers]] are not available. Instead, the corner contains [[An Overflowing Sewer Grate]], which can be dug out for 1,000,000 [[Meat]]:

Trying to access the basement without clan permission gives the message:
