PvP, or Player vs. Player, is opened up when one smashes their Magical Mystical Hippy Stone. Only players who smash their stone have access to /c pvp.
If a person doesn't initiate a PvP attack for 2 weeks, they have an option of reconstructing their Hippy Stone, which takes them out of the PvP world.
