I've been spading out the in-combat frequency of the hoe. Here are the results of 100 adventures using the hoe: 38% average. I would surmise that the combat frequency is 40%.

With a 35 lb. Stinky Gravy Fairy adventuring in the Arid Desert, my familiar used the ant hoe 43 times out of 115 combat screens.
