No, the recipe doesn't work anymore. I just tried to meatpaste the two items together-- as in, JUST now-- and it failed. Can't Plunger them, either. Additionally, I've got a dev member in my clan who confirmed that the pirate that previously dropped Jolly Roger charrrms now drops these instead, which would eliminate the need for a hemp bracelet part anyway.
