Should this occur post-war? I just missed it, and I'm not sure why. (Using mafia counter). Notsupposedtobehere 22:27, 14 December 2011 (CET)

It does. A few reasons you may have missed it:
  1. Mafia's counter isn't always right. I can be thrown off by a number of things, such as unknown adventures or spending adventures without Mafia.
  2. If you received this as your last semirare, you can't get the same twice in a row.
  3. User error (accidentally adventuring in, say, the pirate bar instead of the pirate cove, for example)
