The Plumber coughs and gasps for breath as you pull him up out of the water by his collar (which is literally blue, it turns out). "Cripes!" he pants. "I thought fer sure you was gonna let me drown, for a minute."
"I don't kill, Plumber," you growl. "You're going to get the justice that's coming to you. But first, you're going to give me the Jokester's secret code."
"Yeah, right! What makes you think I got anythin' to say to you?"
"Talk, or I get your plumbing license revoked."
"What? Hey, you can't! I gotta wife an' kids ta feed!"

"Talk!" you growl, giving him a shake.
"It's four, okay! Just the number four, an' that's all I know."
You drag the Plumber out of the sewers and leave him cuffed to a fire hydrant for the police to pick up later. You also levy a fine for disruption of public infrastructure, to the tune of whatever he's got in his wallet.
