You're fighting a Black-and-White-Ops PenguinThis penguin is in charge of the special missions that require a combination of intellect and muscle that most of the Don's goons don't possess. She's trained in several types of martial arts, both melee and ranged weapons, and she speaks several languages. The only thing she can't do is fly. Stupid penguins.
