Jean-François gave you this whip in the hope that you'd be able to retrain and rescue his kidnapped and brainwashed turtle acrobats. You're a little dubious about using a whip for this purpose, since it's a tool that seems designed to make anything it's used on more pissed-off than it was before. I guess it's what they call "tough love".
