The arcade owner's dilemma: on the one hand, if your arcade becomes known as the popular local hangout, you get tons of kids coming in and spending money. On the other hand, you also get a ton of kids coming in and loitering around without spending money.
The solution? Sell "exclusive" memberships that grant them the right to loiter around without spending money. Everyone buys them because they want to be one of the cool crowd, and then it doesn't matter if they loiter because you've already got their money. Genius.
