The invading bugbears expect resistance from the native bugbear population -- I mean, who likes getting exterminated, right? So they wear these shield belts, which project an invisible energy field around them that selectively leeches the momentum of any matter that it identifies as bugbear. This would have totally saved JFK, if Oswald had been using a gun that shot bugbears instead of bullets.
