Sure, all scarecrows have their shirts stuffed with something. I mean, all people do, too, if you consider guts and skin and hair to be 'stuffing (and why wouldn't you?)' But few people, and even fewer inanimate objects, project the air of pomposity that this scarecrow does. It can look down its nose at you even though it doesn't have a nose.
