Summon Horde
Instead of working for your Meat, why not let your Meat work for you, through the intermediate steps of throwing a lot of it on the ground to attract zombies and then recruiting the zombies to work for you?
It's a larger investment than recruiting them singly, but it's far more efficient. A Zombie Master can't unlive on Meat alone, after all.

- You throw some Meat on the ground, and X zombies scuttle out of the shadows to claim it, regardless of the fact that none of them have the mental capacity to understand money any more. But they know it's something they want, and that's good enough.
