Combat Initiative

I think combat initiative is affected too. I lost combat initiative right after I got this, which never happened before that. 119 main stat and springy fusili, annoyatron at +4. Second thing that leads me to believe this, is the name of the effect. Barking dogs are kind of an advanced warning.
