I fought him twice, because I totally failed the first time. He seems to scale (I think it was to 10000, but I was too busy not understanding what's happening). He also seemed to hard cap any damage sources to 11, and to do proportional damage (he hit me for someting like 40k hp/round even though I had an order of magnitude higher stats). The second time I put on a personal ventilation unit and he died to my passive damage sources before my first action, so I can't tell his actual in-combat stats.
