In this forum thread yojimboslaw, who is on the dev team, said the missing item was unobtainable, with the implication possibly being that the item was just not finished/implemented. --Prestige (talk) 08:51, 3 October 2018 (UTC)

Quite right! "...it's called [burnout rare] as a placeholder. As in, they meant to make one but couldn't come up with something for it, or they just forgot.
