Boisterously?

Is there a condition to handing out snacks 'boisterously'? The text I get doesn't mention it, and I only seem to be able to placate one to three guests at a time, never four.

• You hand out snacks to your opponent. It seems to placate him/her.
• You hand out snacks to your opponent and the tourist in front of him/her in line. It seems to placate them.
• You hand out snacks to your opponent and the 2 tourists in front of him/her in line. It seems to placate them.
