It drops from a noncombat in Camp Logging Camp. The description when you get it implies that you'll always get this on your first adventure there. As for its purpose...while fighting smut orcs, you sometimes get this message and an extra plank:

The final swing of your axe inadvertently hewed an additional plank from a nearby tree. Okay!

You acquire an item: raging hardwood plank

Axes of Evil

The first thing you notice as you near Camp Logging Camp is that the lumberjacks are apparently very lazy or very disorganized -- there's an abandoned axe just leaning against a tree!
