I had saw a simpsons episode that involved the town mascot being a pirate and having a silver toung so could this be a reference?

Long answer: Is there anything distinctive in common? Was there wrist-licking in the Simpsons? What makes it more specific than a reference to the term 'silver-tongued'? If you have to ask whether it's a reference, it likely isn't.
