Not sure how skill pages are made, so I'll put it in here:

I'm a level 14 PM, and can't cast it. I have all the relevant AT, TT and SR buffing items, so that's not a factor. I'm going to assume that it can't be cast below level 15.

Are these things automatically Hardcore Permanent, or do you have to manually perm it?

Even though you cannot use the skill, you may gain it in a non-AT run for purposes of perming it. I did so as a level 13 Sauceror. --Ithanox 15:04, 11 February 2009 (UTC)
