Both of these references seem really dodgy to me. In what way is this like a 2-D DOS-based tank game or some band that happens to contain the word "Earth" in its name?

"Scorched earth" is a term used to describe a variety of military tactics where a force engages in wide-spread destruction of resources (for example, by burning crops so they do not fall into enemy hands, the source of the name). The tactic has been in use throughout recorded history, and the term is widely known. The game took its name from this common term. On the other hand, I haven't played the game, so I may be missing something.

The band isn't even called Scorched Earth, and no supporting evidence is offered.

I agree entirely. Without the player's help in speeding up the conflict, the war would just continue until both sides had destroyed not just themselves, but everything else. The "As-Yet-Unimplemented" part is very applicable to NS-13, and if this turns out to be true, it wouldn't be the first time a temporal rift told us what would happen if the players were absent (zombie plague, anyone?), so I think this is very plausible.
