This is a statue of Gary Claybender, one of the heroes of the Five Factions war. He's got a little stand so he can look like he's flying on a broom, and he's got his robe and wizard hat on. You can barely see his snowflake-shaped scar under the hat--it's the scar that marks him as a beautiful and unique snowflake to whom the rules do not apply.
It's somewhat ironic that Gary's followers are such gigantic nerds, considering he's totally a jock.
The base of the statue reads, "Series 1(FF), 1/5(C)"
