This is a sunken chest, ostensibly full of pirate booty. It appears to be sealed pretty securely.

You try to open the sunken chest, but you are unable to do so. There's no locking mechanism that you can see, either.

Jick has stated many times on the radio that the method of opening the sunken chest is the longest standing unsolved puzzle in the game. Some have come to believe that there is no way to open the chest and that Jick is mocking them.
