An initial thought is that there is a limit factor on how many you can obtain each day. Maybe a decreasing probability mechanic. With The Power of Negative Thinking I obtained 2 Chakra sludge in the first 2/3 combats and have since (50ish more combats) obtained only 2 more and none in the last 20ish combats.
