If the zone is outdoors, the rain level is unchanged indoor is +2, and outdoors is +4.

Somewhere it should mention that a level 1 charater will likely be one-shot and that the Noob Cave is a good low-level power-leveling zone with it having high monster-level monsters that can't hurt you that also drop fruits and booze for cocktails.
