Welcome to the seedy underbelly of competitive ice skating. This is a baton that ice skates use to fincap other ice skates, so they can knock them out of contention for medals.
It appears to be permanently collapsed, so its name is as accurate as the item is useful. Maybe you can wave it around and pretend it's a magic wand, and it'll turn out that the magic was in you all along.

- This item refers to an incident at the 1994 U.S. Figure Skating Championships in which an assailant clubbed skater Nancy Kerrigan in the knee with a collapsible baton. Rival skater Tonya Harding and her ex-husband Jeff Gillooly were later implicated in the attack.
