The Altar of Bones is located on the Right Side of the Tracks in Seaside Town. It replaced The Altar of Literacy on the third day of A Skeleton Invasion!.

You approach the altar, wondering what arcane rituals will be necessary to discern its malevolent, inscrutable purpose.

Then you see that there is a little plaque with instructions on it.
