A list of run-relevant zones by base combat frequency:

  • 95%: Friars, Castle
  • 90%: Spookyraven 2nd floor, Twin Peak
  • 85%: Billiards, Cranny, Sp. Forest
  • 80%: Outskirts, Airship, Hippy (verge)
  • 50%: Palindome

So, assuming one can muster -25% CF, the best NC-forcing targets are:

  • scheduled (saves X turns): Hidden Apt/Office
  • 95%, no pity (saves 2.33 turns): Castle BM
  • 95%, pity after 5 turns (saves 2.11 turns): 1st NCs in each of the Dark Neck/Heart/Elbow
  • 95%, pity after 4 turns (saves 2.01 turns): 2nd, 3rd, and 4th NCs in each of the Dark Neck/Heart/Elbow
  • 90%, pity after 9 (10?) turns (saves 1.84 turns): H.Gallery (post-delay, regardless of whether the garden NC is banished), H.Bathroom (post-delay)
  • 85%, no pity (saves 1.50 turns): Cranny
  • 85%, pity after 9 (10?) turns (1.495 turns): H.Billiards
  • 85%, pity after 7 (8?) turns (1.49 turns): Sp.Forest (post-delay)
  • 80% (saves 1.22 turns): war start with cartography, Airship (for Cid)
  • alternatively: rift phone reward?

(It's usually better to force Twin Peaks' NCs with hedge trimmers, rather than using more powerful generic forcers.)
