Unless that has changed recently, the game does not prevent you from adventuring without the necessary substats. On my first run, I foolishly entered the battlefield at level 1 to see what would happen, and got into a fight easily enough. If I recall, I fought a sorority nurse (and lost within a turn or two, because I also forgot to equip anything). Until you enter with an outfit, it appears to give monsters from both sides at random, presumably as a way to get a war outfit in the first place. Given that the usual unlock is through level, it makes sense that it would be available immediately. | |||
