You will not receive a particular noncombat if you already have the item it drops.
The noncombats are guaranteed if three combats have been encountered in a row, not including the very first adventure in the zone.
You are not able to give any items to the band members until you have encountered one of the non-combats. If, however, you wait until aftercore and have pulled all of the items from hangks, you will be unable to encounter any of the non combats. This leads to a bug where you are unable to turn them in to complete the quest. To workaround this, use the comfy pillow from your misc consumable section (hp restore) and you should be able to get the non-combat you need again. Closeting an item works, too.
