Skill MP Cost Modifiers

Here's a comprehensive list of everything in the game that changes the MP cost of using skills. In most cases, items or effects that reduce the MP cost of skills will not do so by more than three points, in total, and no skill may cost less than 1 MP. The first exception would be the Festival of Jarlsberg holiday, which has an intrinsic three-point discount which stacks with any other reduction, to a maximum of a six-point discount. Arcane in the Brain also ignores the stacking restriction, giving a nine-point discount. Finally, the outfit effect of the Vile Vagrant Vestments yields a five-point discount which stacks with other reductions, leading to a theoretical ceiling of a fourteen-point discount. Note, however, that the Vile Vagrant Vestments outfit only benefits Pastamancers, which means that for all other classes there is a theoretical ceiling of -9 during the festival, -6 other days.
